I think I have discovered the name.

I know of two sties that search by phone numbers

However- these are for LAN lines, not cell phones or unlisted numbers. It may be difficult to search for unlisted numbers – they are unlisted for a reason.

Zoominfo.com searches cell phones but will give you location only.

Cell phone numbers are not listed in any telephone directory anywhere. In fact, efforts to create a cellphone/wireless telephone directory have met with a lot of opposition from users and lawmakers.

Every service that claims that they have listings for cellphone numbers rely on figuring out cellphone numbers from publicly-available information. In other words, they create their databases by brute force.

For example, a search engine search for 602-373-???? results in cellphone numbers assigned to T-Mobile in Phoenix, Arizona.
